Windows 10: ANNOYING WIN10 FLICKERING SCREEN - BUT ONLY IN SETTINGS MODE

I have a flickering screen on my Settings menu - only on this one, no others. I have an admittedly "old" by today's standards refurbished tower machine and equally-old Dell monitor running Windows 10 Win11 won't work on this hardware, but everything works fine apart from the display in - as I say - Settings mode. My display adapter is up-to-date, I am using the lowest display refresh rate 60 Hz and have tried everything apart from being able to remember if and when a particular app was installed that may be the cause to troubleshoot/fix the issue but without success. Odd one isn't it

I haven't made any changes on my device. This screen flickering is only happening in Safe Mode.

I understand your query. I suggest you to follow the steps to get out of safe mode.

• 
  Press Windows key + R
  
• 
  Type msconfig
  
• 
  In msconfig > Boot tab >
  Boot Options > uncheck Safe Boot > APPLY / OK.
