Windows 10: Anormal High fan and cpu usage-High cpu temperature

Hello, I am X550JK Asus laptop user. I noticed a problem some time after I added an 8gb ram boost to my computer. Computer fans speed up and slow down abruptly and this happens all the time. I applied new thermal paste, after applying it, my computer did not get hot at all, but after this problem, my computer caught fire even when the desktop was on. When I open the task manager I see that the cpu usage has dropped from 96% to 50%. I scanned with antiviruses, they found no viruses. My BIOS is 303 version is the latest 304 but I can't update it because my computer has no battery. Windows update

Another interesting finding which proves that this is more like a bug:

In the "Power Options", if "High Performance" is chosen, CPU usage is still reasonable at 5% and fan speed is also down. The same goes for the "Power Saver" option.

It is only the "Balanced" option that results in the explained high CPU utilization.

The transition is instant; i.e. the moment it click on the "Balanced" radio button, the CPU utilization inside the TaskManager goes up from 5% to 100%.

 

Windows 10 Display Blinking with High CPU

After upgrade to Windows 10, experiencing flashing display and high CPU.

• At initial logon screen everything is normal - wall paper and logon screen display with no blinking
• After logon, fan starts as CPU usage spikes, cursor is accompanied by the spinning blue circle
• touchscreen does not respond to swipe to access Recovery/Safe mode for reboot
• able to get to Task Manager and Perfmon to see high CPU usage and explorer.exe is suspended

looking for suggestions on how to either fix or roll back to Windows 8.1

Since windows updated 2 weeks ago, my laptop fan is always at its top speed and won't slow down.

Checking the task manager, in the "Processes" tab, I see that CPU usage is at 99%. However, the sum of my processes doesn't match this value. Interestingly, the process that takes a lot of CPU clock is task manager itself (but I assume that is irrelevant).

So, I checked "Process Explorer", and the results are totally different: "System Idle Process" takes about 95% of CPU usage, which is what I wanted to see. So, my CPU usage is below 5%.

I don't understand this inconsistency between the two software. I also tried CAM (https://camwebapp.com/), and its values matche the "Process Explorer".

Since my laptop fan does not slow down, I have a theory: there is no process utilizing the CPU, but there is a bug in the new update of windows 10 which has resulted in miscalculation of CPU utilization. As a result of this, BIOS is assuming a high utilization
and is sending commands to the fan to cool down the CPU.

I tried to update my drivers, but Intel auto updater only detected my Wireless and Intel HD Graphics card drivers to be out of date and updated those (which had no effect on my issue).

Btw, my CPU temperature is at 75 degree according to CAM.
