Windows 10: Any advice here?

So about a month ago I was experiencing issues with my PC and eventually had to but a new one, so I did that and now this new W10 PC keeps on freezing up and lagging everytime I try to use it. I heard that I could reset my PC but keep my files. I have MS Paint files that I would love to keep and they are all under the download tab. I seen the option of keep files and remove apps, so would those files still exist if I were to reset my PC?

Clipboard the size of a postage stamp, advice please.

My clipboard is the size of a postage stamp, I can't read anything and when I try to click the 3 dots i am offered pin,delete. I tried to resize it with Notepad as suggested in a previous post but it disappears every time I touch a key. I would appreciate advice but I find most advice assumes much more knowledge than I have.

Step by tedious step would be much appreciated as I am in my eighties and wrestling with a Win 10 laptop after years with Windows 7.
