Windows 10: Any HEIC format support changes in 2023-11 Cumulative Update for Windows 11 Version 22H2...

When copying files from my iPhone running iOS 17.1.1 to my Windows 11 Pro Surface Pro they used to be copied as JPEG files until yesterday. The only update I see on Windows side is "2023-11 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems KB5032190" was installed yesterday. On my iPhone, photos since 2018 show as being in HEIC format. Did Windows silently convert HEIC files to JPEG before this KB5032190 update and has now stopped doing that?

Why would an in-place Upgrade solve this problem? I did all the steps listed here but not the in-place update. The error I see in the Windows update window is "Download error - 0x8024401c" for 2023-03 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5023706). Its been logging this error since 3/17/2023

Note that on 2/15 everything seemed fine:

Successfully Installed on 2/15/2023

2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497)

Been trying to update 2023-02 Cumulative Update for Windows 11 Version 22H2 for x64-based Systems (KB5022845) and 2023-02 Cumulative Update for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 for x64 (KB5022497) on windows 11 pc and it keeps saying error I need help
