Windows 10: Any help with high cpu usage by Windows module installer?

My system runs on windows 11 22H2 tried everything waited for all system updates to happen, stopped automatic updates, stopped it from task manager, stopped it from services but Windows module installer still works continuously and makes the cpu run at 100%.

Windows Module installer worker is constantly running with very high CPU usage .
