Windows 10: any solution for the high cpu usage after a sistem restoration ?

some weeks ago i treid to do a sistem optimization but i didt like it so i restore my sistem it didnt have any problem but i started noticing that my cpu usage in all my games started to be a 15 to 20 porcet higher.i have tried many things uninstalling drivers and actualizations from windows but nothing helped yesterday i reset my equipment to factory default in hope the problem wozuld go away but nothing happened.is it a problem with my storage? it only happens whe im gaming

high cpu usage

After downloading windows 10, anytime I run any programs, I get high CPU usage. It does not matter whether it is google chrome, task manager, playing games, whatever. Anything seems to spike the CPU usage. I have already run malwarbytes and my antivirus
programs and find no viruses. Any suggestions? Thanks.
