Windows 10: any time i open a app i get C:\windows\system32\policymanager.dll

My old hard drive died so i got a new one and had to install windows onto it. i downloaded windows 10 iso from this website https://www.microsoft.com/en-us/software-download/windows10 and booted it into my pc. After i got the os onto my pc it now wont let me create a login for the computer which also doesn't allow me to do any sort of admin actions. Also when you first boot up it would allow you to create the login and such, that never showed up and so i can't create my account for the new harddrive. Ive tried to download the DLL and upload it with my usb but it wont let me continue becau

msvcp100.dll and msvcr100.dll in C:\

Hello back TPU!

Yesterday I saw two files(msvcp100.dll and msvcr100.dll) in my C:\ disk folder. What does this mean? I know this two files should be in C:\Windows or C:\Windows\System32 or somewhere in C:\Windows but not in main disk folder. I deleted this files but files appeared again today. Is this a virus or maybe an application? How can I check this?

When installing CISsetup, a program that worked fine on another Windows 10 computer, I get the Error message "The file 'C:\\WINDOWS\system32\mfc42.dll' could not be opened. Please check that your disk is not full and that you have access to the destination
directory."

The disk is not full and I do have access to the destination directory.

Any suggestions?

msvcp100.dll and msvcr100.dll in C:\

they are microsoft visual studio files, leave em alone.
