Windows 10: Any way to fix 100% CPU usage?

Hello so by the title my CPU has been running at 100% all the time with nothing running in the back round. I've updated my drivers for my GPU, Reinstalled windows Clean install and keep my files install, As well as many virus scans both full, quick, and offline. I started using windows 11 roughly 6 months ago and have had no problems with it until now. I've done all updates and what not. CPU usage at 100% from start up for no apparently good reason. Service Host appears to be the problem but I cant narrow it down more than that at present.

Any suggestions?

I am using Windows 10 full release version 64 bit.
