Windows 10: Anyone else getting 'Smartscreen can't be reached righty now' when trying to install anything?

I have tried all the troubleshooting steps [that i know of] i.e.Enable SmartScreen in Security Options.Enable SmartScreen in Group Policy.Disable Proxy Server.Check for Viruses.Create a new User Profile.

2) Go over Windows using this checklist to make sure the install is set up correctly, optimized for best performance, and any needed repairs get done: http://answers.microsoft.com/en-us/windows/wiki...

Start with Step 4 to turn off Startup freeloaders which can conflict and cause issues, then Step 7 to check for infection the most thorough way, then step 10 to check for damaged System Files, and also Step 16 to test a new Local Admin account to replace yours which may be corrupted. Then if necessary continue with the other steps to go over your install most thoroughly.

3) If nothing else works then do the minor, non-destructive Repair Install which reinstalls Windows while keeping your files, apps and most settings in place, brings it up to the latest version and solves most problems.

Trying to install software, I get "Smartscreen can't be reached right now"

Various web sites offer roughly the same solutions. I followed

How to Solve the SmartScreen Can’t Be Reached Right Now Error and did the following:

1. Checked my internet connection. Since I am currently submitting a question to answers.microsoft.com, I guess I am connected.
   
2. In the Windows Security app, I ensured that Smartscreen is enabled for apps and files, Edge, potentially unwanted apps and Microsoft Store apps.
   
3. Checked that there is no problem with Microsoft servers, as far as I can tell. I tried launching the installation several times over a period of two or three hours and can't imagine that Microsoft servers are down for that long without causing the internet to go crazy.
   
4. Checked that I have no proxy server.
   
5. Created a new user, which has the same problem.
   

Another site, which I found by searching for the problem on answers.microsoft.com, also recommends:

1. Scanning for viruses. My PC seems to be clean.
   
2. Enabling the group policy "Configure Windows Defender SmartScreen". This has the effect that the SmartScreen error dialog only has a "Don't run" button and doesn't allow me to run the install program.
   

I can, of course, disable the group policy again and run the program without screening it, but I am not very comfortable overriding security measures.

Is there something else I can do to solve this problem?
