Windows 10: anyone know how to install .net 3.5 without admin perms?

im trying to install .net 3.5 for an application i cant run but im not an admin and i dont have the username and password. is there a way to install it without the permissions?

• Press Windows+X and then select programs and features.
• On the left hand side click on the option “turn windows features on or off”.
