Dragging file with left mouse=Only copy? with right mouse=impossible?

Something I've noticed for a while now is that the Left Mouse Drag only shows the 'Move' option when I move files from C: to C:

Where as files from C: to a USB, or to an external HDD drive will only 'Copy'

 

Left shift and ctrl keys, and click and drag function working intermittently.

My left shift key and left ctrl keys only work for a fraction of a second.

If I hold down the left shift key to capitalise a word, I barely get the first letter to capitalise (I need to be quick) and subsequent letters have no chance.

The same goes for the left ctrl key. I need to press 'ctrl + c' almost simultaneously to get the copy function to work for example. If I press the left ctrl key and wait for even a fraction of a second before pressing 'c', then that function won't work. It's almost like another key is pressed down to prevent the left shift key and the left ctrl key from working for more than a fraction of a second. I can't event hold shift and use the arrow keys to highlight text or select multiple files as the left shift key will 'release' even when held down. The right shift key and right ctrl key work perfectly fine. But I favour the left side so is becoming very frustrating.

This problems arises on the laptop keyboard AS WELL as any secondary keyboard (I have tried 3 different USB or hardwired keyboards).

Likely related, the click and drag mouse function also only works intermittently. If I click to highlight a row of text, or to move a file, or highlight multiple cells in excel, I only have a fraction of a second before the 'drag' lets go. Similarly with scrolling, I can gab and hold any window scroll bars as the hold function releases. It's becoming extremely frustrating to try and move files and folders around if click and drag don't work AND keyboard copy/cut and paste shortcuts don't work. Similarly to the keyboard problem, the laptop touch pad AND secondary USB and hardwired mice have the same problem.

I do note, the click and drag function when say, moving windows around my screen etc works perfectly fine. The drag function does not release until I let go of the left mouse click.

So far I have tried:

• removing keyboard and mouse drives and re-installing
  
• running the keyboard trouble-shooter (no problems found). It looks like this trouble-shooter will be retried soon anyway.
  
• using different external keyboards and mice.
  
• setting up a new dummy user account - problem still occurs in the new user profile.
  

This problem stared 5 days ago. I'm running Windows 11 Home version 23H2 with Windows Feature Experience Pack 1000.22687.1000.0. Besides an update yesterday (to see if that would fix something), I have not run any updates that would coincide with this problem that I could roll back to previous version.

Help please.
