Windows 10: App can't run on your PC windows 10

I am trying to download a program using the .exe file but whenever I try opening it I get the message, "This app can’t run on your PC check with software publisher" this is happening for many .exe files that I try opening and it's extremely frustrating. I've tried making a new admin account to no use. I'm running on 64-bit operating system, x64-based processor. Any help would be greatly appreciated.

I have complied with the steps suggested and will attempt to resolve the windows defender error under you advise.

I assume you mean 'restart' the pc, not just the app?

Looking forward to the next update (action plan).

I can apparently now access external disk drives (well one of two i have tested), however still getting 'this app can't run on your pc'. for program that previously helpful and happy to run

this app can't run on your pc

ran this app for over a year on this pc. no problem. today it won't open with the advisory. "this app can't run on your pc". checked in settings, the app is still listed but doesn't seem functional. How can softwear disappear overnight?
