Windows 10: App Movies and TV Film & TV; black bars flicker sporadically on playback in fullscreen

Please try these steps and check after each step. If these don't work, let me know. I will provide further troubleshooting steps.

1. Run video play troubleshooter

Windows Key+I > Update & security > Troubleshoot > Video playback > Click and run the troubleshooter.

2. If you are using Films & TV App

A. Reset Films & TV App

Windows+X > Settings > Apps > Locate Films & TV by Scrolling Down > Click Advanced Options > Click Reset

B. If Reset doesn't work, then you should uninstall using Powershell and reinstall the Films & TV App

Windows+X > Click Windows Powershell (Admin) > Copy the below command and right click in Powershell to paste it

get-appxpackage Microsoft.ZuneVideo | remove-appxpackage

Now, you need to reinstall it

Use below Powershell command to install

Get-AppxPackage -allusers Microsoft.ZuneVideo | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register “$($_.InstallLocation)\AppXManifest.xml”}

Refresh movies in Films & Tv

When I download/add movies or films to the Videos folder on my computer then try to play them later using Films & TV app, it takes up to 15 minutes for the Films & TV app to refresh it's library. Is there a shortcut where I can manually refresh the Films
library?

 

Windows Movies & Tv App Blinking or Flickering Issue

- Version 1703 #15063.540 (Windows 10 Home) Same as my laptop which has no problems whatsoever with the Windows & TV app.

A screenshot of the flicker? You mean when the whole screen goes black, what good is that going to do? The whole screen goes blank (dark) for 1 second whenever I play a video on Movies & TV app. Then once the controls for play/pause, forward etc disappear,
the screen blacks out again for another 2 seconds until I move mouse cursor. Then playback resumes for a while. Until I move my mouse again and the screen flickers. Same if I do it with any other windows 10 video player app (except with VLC windows 10 app)

Crunchyroll app, which I happened to download just to test if it does the same in full screen. It does. Any video playback on full screen flickers just like it does on the Windows Movies & TV app.

Luckily, I downloaded an old video player software and it works fine on full screen. Still, I want to know what is wrong with the Movies & TV app or any other video player app from the Windows store that is causing this issue.
