Windows 10: app not downloading with endless pending loop

i get this endless loop whenever i try to download an app from the store.
I've tried everything like, restarting the windows store, deleting and reinstalling the store, restarting my pc and my windows is up to date. how can I fix this?

• Have you checked if the hard disk is set as first boot device in the BIOS?
• Which version of Windows is installed on the computer?
• What did the HP supported suggested you to fix the issue?

Windows 10 Apps download, try to install in an endless loop

I have 6 apps that are trying to download and install that were working until I installed a new hard drive. They download and try installing, install fails, and repeats in an endless loop.

The apps show up in App & features; but can't be deleted or reset. (Pandora, HP Scan and Capture, Candy Crush Soda Saga, HP Smart, Minecraft, Sirius XM)

The store thinks they are installed.

Have tried wsreset, and Windows Store Troubleshoot, did not fix.

I can install new apps and use them fine.

It's apps that were installed that I can get reloaded and go into endless loop trying to update or install.

I created a new user and the store did not think one of the apps was loaded, I downloaded it and it too went into endless loop and the action center reports every loop and says it will try again.

App downloads pending

So go to the Store and click the ellipsis (...) in the lower right. Click on downloads. On the download page, any app that is listed as "pending" long press on it and cancel the download.

Now you should be able to go back and download an app.
