Windows 10: App not visible/accessible for other users

Hi - I installed Zoom app as an admin on Windows 10. Shouldnt this be accessible by all users on this laptop? I installed this for kids standard users to attend classes. However, when they login using their Logon/credentials, they dont see this app. Any solution to this? Else, I have to install the same app multiple times like admin, user1 and so on. This doesnt seem correct top me.

Preventing access to modern app

Ive been tasked with preventing the children from accessing instagram. I've got it listed in my windows hosts file and internet options/security/restricted site but the windows 10 app is still allowing access. Any suggestions other then deleting app which can just be reinstalled?

The other reason I suggested this is that users can add characters to their username that are not alphanumeric (e.g. user*). This confuses things somewhat when looking at the list.
