Windows 10: App preventing computer from restarting

Hi,When I restart my desktop computer, an app with the name of NvFBCPluginWindow is preventing me from restarting. Does anyone know why is this happening and how to fix it?

Preventing access to modern app

Ive been tasked with preventing the children from accessing instagram. I've got it listed in my windows hosts file and internet options/security/restricted site but the windows 10 app is still allowing access. Any suggestions other then deleting app which can just be reinstalled?

We suggest to follow the steps below:

Clear Store Cache.

  Press Windows key + R.
  
• 
  Type in “WSReset.exe”.
  
• 
  Press ENTER.
  
• 
  Restart the computer and check.

G app is preventing from restarting

Each time I want to shutdown or restart the computer I get this annoying message.
How do I get rid of it?
