Windows 10: Application/.exe files "save as"

when i try to load exe files instead of executing they are asking me to save a file the 2 applications i have tried are discord and medalgame clipping software i have attached a screenshot below of what i encounter.The files that it creates are files with no extentionsas seen below wondering if anyone has encountered this before or knows what to do to fix this before i end up wiping my pc and starting fresh :

• Are you getting any error message when you try to install the application?
• From where did you download the application?

Saves log files ?

You can either read the files in Windows or my preferred method is.....

Download CCcleaner from here...........

You can then run cleaner, you will see the log files listed, then if you right click you can save as a text file and then have a read. You may also get an "error reporting" log listed seperatly.
