Windows 10: Application Hang: ShellExperienceHost.exe

For the last couple months, my Dell workstation has been experiencing issue with unresponsive shell. The shell would become unresponsive not even Ctrl+Alt+Del does anything for about 1 minute, then everything goes back to normal. It seems to happen most often but not exclusively when I'm using Firefox or Photoshop. I've contacted Dell and had the motherboard replaced and Windows 10 reinstalled. That didn't seem to do anything with the issue. Whenever the issue occurs, the following two entries are in the event logs.

ShellExperienceHost hanging during boot when ethernet disconnected

Hi,

It is possible that you're experiencing ShellExperienceHost hanging during boot when Ethernet is disconnected due to corruptions. To assist you better, we'd like to know which build and version of Windows 10 you're using. Are you getting
any error messages when you tried opening/using Cortana? What troubleshooting steps you've done so far?

In the meantime, we suggest that you follow the steps shared by Teemo Tang on this

hanging during boot when Ethernet is disconnected.

some .exe files hang


In the last 48 hours, some .exe files do not execute. If started from explorer, explorer hangs. No error messages. These files run on another Win 10 machine. Nothing obvious in the event viewer. I note that *.exe file cannot be deleted when the system is in this state. I must reboot to regain access to the .exe file. sfc /scannnow shows no errors.

Any suggestions?
