Windows 10: Application keep popping up and i cant close it even on task manager

so i just opened my computer and the first thing that came up is OBS. And it keeps popping up and it says "obs is already running!" and i dont oftenly use obs, i opened task manager and at first, the task manager was able to close all the obs window, i searched for that type of bug and i got none. Then, i thought that was a virus so i try to open ccleaner mind that i dont oftenly use ccleaner as well, i just opened it now but the problem now switches to ccleaner, i cant do anything and i cant also close it, its popping up but slowly, i tried the same method, the task manager, but this time,

Thank your for the quick response.

I can rule out that the problem relates in an way to Windows Explorer. There is no foreground instance of WE running, and there are no other processes accessing files on the drive as well. Even shutting down WE via the task manager does not release the device. Only closing the task manager helps.

I may reproduce the problem by the following steps:

1. Insert the memory stick (i. e. USB drive) into the USB port.
   
2. Start the task manager.
   
3. Try to eject the drive safely. The error message pops up.
   
4. Close task manager.
   
5. Try to eject the drive safely again. The device is released instantly.
   

Interestingly, you must not reverse steps 1 and 2 to reproduce the error.

I suspect that the problem relates to task manager's monitoring of disk activities.

Win11 Task Manager crashes when closing Task Manager

GDay All,

I have an issue with Task Manager. Whenever I try to close Task Manager it hangs and will not close. Clicking on the close button several times will eventually show the 'not responding' message and it will then pop up a dialogue allowing you to close the program or wait for it to respond.

Also, when Task Manager is open and running, there seems to be a few issues with it, like not reporting events correctly or reporting changes slowly etc.

I have tried several suggestions found on the net and I even tried doing a repair install, but nothing so far has corrected the issue.

Booting into 'safe mode' shows the same behaviour where closing the Task Manager causes it to hang and Task Manager generally misbehaves.

A related issue seems to be File Explorer will occasionally lock up and not allow me to expand a folder (by clicking on the arrow beside the folder name), although it seems to still function otherwise. To correct the issue I need to close and restart File Explorer.

This has been happening for the last 3 weeks or so and I am not sure if it is related to a Windows update or not.

Does anyone have any suggestions or possible fixes for this issue?

Any help would be appreciated.

No restart button in task manager

another easy way to kill tasks, download and install Winaero Tweaker(free) and theres a setting to add a Kill non responding tasks using the desktop right click menu. When you place your cursor on the desktop anywhere and right click the option is at the top of the list, Very handy and you dont have to go through all those steps and well Winaero Tweaker has alot of cool Windows tweaks. Just posting a different suggestion, Im sure your ok with what was suggested here.
