Windows 10: Application Not visible in full screen and not respond

My PC is working normally with VGA cable but after connecting HDMI cable, Desktop and Taskbar are visible. When I click on any application, it gets opened in Taskbar but not on full screen, icons are not showing on desktop, time is not visible, on pressing Ctrl+Alt+Del a black screen appears.

To get better clarity on the issue please answer the questions below:

• What do you mean when you say 'but before I've selected any software, so I don't get the "not responding" notice at the top of the screen'?
• Since when are you facing this issue?

Meanwhile,I suggest you to follow the steps below:



To go to Safe Mode with Networking through Windows Startup Settings in the Windows Recovery Environment. 

• 
  Start your computer from the installation media, Insert the DVD or USB flash drive and restart your computer, If you see a message asking you to “Press any key to boot from DVD,” do so. If you don’t
  see the message, you might need to change the boot order in your computer's BIOS settings so that it first starts from the DVD or USB. When you see the Install Windows page, tap or click
  Repair your computer to start the Windows Recovery Environment.

   In the Windows Recovery Environment, on the
  Choose an option screen, tap or click Troubleshoot. 
  
• 
  Tap or click, advanced options and then click on
  Startup repair.
  

Follow on screen instruction to get to
Safe Mode with Networking.



After this complete the repair check and see if you are able to boot in to your computer.   

If you don't have a disk or USB, download the ISO of the same Operating system that you are currently using from a working computer and try creating a bootable disk or USB.

Once it’s done I suggest you to update Keyboard and mouse drivers.



Follow the steps below to update drivers.

Update Drivers.

  Press Windows key + X and click on
  Device Manager.
  
• 
  Expand Keyboards, Mice and other pointing devices.

  Right click on the driver and select Update Driver Software.

Programs Arent Visible In Top Inch of Screen?

  When you say “Programs aren’t visible in top inch of screen”, do you mean the programs icon on desktop or top portion of screen within the program?

The issue might be occurring because of inappropriate screen resolution or corrupt Graphic/Display drivers. Please follow the below mentioned steps and check if the issue resolves

Method 1:
Adjust the screen resolution as recommended

              View all control panel items, Click on

Method 2: Uninstall and Reinstall the Graphic/display drivers

Follow these steps to uninstall and reinstall the driver:

Step 1:
Uninstall the
Graphic/Display drivers

a) Press “Windows Logo”+
“X” keys on the keyboard.

b) Click on “Device Manager” from that list.

c) Search for the graphic/display drivers from the device list, right click on it and then select “Uninstall”. On the un-installation window, if you have an option: “Delete the driver software for this device” you may select
that and then remove the corrupted drivers from the computer.

d) Follow the on-screen instructions to complete it and the restart the computer if prompted.

After the restart, you may again open the Device Manager and then click on the “Scan for hardware changes” button at the top of the Device Manager window and check if Windows 10 detects the network devices and installs an
appropriate driver for it automatically. If that happens, then check if it resolves the issue.

Step 2:
Update Driver Software from the Manufacturer’s website:

If the issue occurs due to corrupt Graphic/Display Drivers, then you may refer to the manufactures’ website and install the latest Graphic/Display drivers for the device.
