Windows 10: Applications and games running at precisely 1 FPS.

An issue came up recently, while I was browsing games and DMing with my friends. A good portion of my applications, namely Roblox, Discord and sometimes even Google, have started to run very choppily, at what looks to be an unusually exact one frame per second. I've tried restarting, shutting down, Task Manager related shenanigans, everything I could really think of. I've deleted and reinstalled Roblox and it still retains this problem. I've used other programs, just some small indie games from the corners of the internet, and they don't seem to have the same problem. What do I do?

GAMES RUNNING ON LOW FPS AFTER UPDATE

Solution 2: Disable Game bar.

1. Go to Settings.
2. Click Gaming (Game bar, DVR, broadcasting, Game Mode).
3. Toggle the "ON" switch under “Record game clips, screenshots, and broadcast using Game bar” to “Off”.
4. Uncheck the "Show game bar when I play full-screen games Microsoft has verified" checkbox.

Solution 3: Turn off the Game DVR.

1. Click the Start button, and then type Xbox app to open it.
2. Go to Settings.
3. Click Game DVR.
4. Make sure that the "Record game clips and screenshots using Game DVR" selection is "Off"

After the recent update my fps in games have slowly gone to trash.

5. Click the switch below Record game clips. Screenshots, and broadcast using Game bar so that it turns Off.
   

Step 2: Disable Game DVR.

1. Right-click the Start button.
2. Click Settings.
3. Click Gaming.
4. Click Game DVR.
5. Click the switch below Record in the background while I'm playing a game so that it turns Off.

My games run with horrible fps after upgrading to Windows 10

I own a gaming computer that has never ran into fps problems in the past due to its hardware. Yesterday all of my games played perfectly fine without any form of fps problems. When I updated to windows 10 today I was very excited and after configuring
all my settings I went to play one of my games to find that they now run at a fps so low that I cannot even play my games now! None of my steam games work now. Any suggestions on a fix?
