Windows 10: Applications stop launching after a while following upgrade to Windows 10 version 1909

After upgrading to Windows 10 version 1909, I have found that after a while of using my PC applications stop launching. They will work correctly after restarting, however after a few hours of usage, if I close the application, I am no longer able to open it again. I can see in Task Manager that the process is launching, but no Window is visible. This happens across a wide variety of applications Chrome, Visual Studio 2019, Edge, Teams, and so on.

Explorer defaults to opening this page when you open a new window. If you’d rather open the usual This PC, with links to your drives and library folders, follow these steps:

• Open a new Explorer window.
• Click View in the ribbon.
• Click Options.
• Under General, next to “Open File Explorer to:” choose “This PC.”
• Click OK
