Windows 10: Apps on Windows 11 drop to 0.1 mbps

Apps tend to use only 0.1 mbps of my internet connection at random times my internet plan is 10 mbps, ive ran various antivirus scans but it doesnt detect nothingI'm running a system with a Asus motherboard, a AMD Ryzen 5 3600 Zen 2 CPU with Windows 11 Pro 22H2 build 22621.2428, and use a Tp-Link TL-WN821N wifi adapter to connect to the internet

ISP drops from 125 Mbps during the day to 1 to 5 Mbps at night

My ISP is lousy but i live rural and it's the only option i have. They can't seem to help me and i have tried a few times. Some of them tell me it drops because traffic at night gets worse and thats the best they can do is tell me that. Now i know next to nothing about networks and all that, but i'm not stupid either and i know dropping from 125 Mbps to 1 is NOT normal regardless of the traffic. It rarely goes over 5 in the evenings and usually no more then 2-3. 3 would be a good night. Its more often than not 1 or 2. Since i get no help from my lousy ISP, can anyone suggest a way to tweak the modem or router or whatever to get noticeably more speed in the evening? Note that u r talking to as noob a person as can be when you suggest a method. I have done a bit f this kind of thing a few times via instructions from friends who walked me thru things with kid gloves and thats about as far as i have gone. I use an online speed test to determine speeds by the way. Just now it was 125 Mbps. By 6 PM it will be probably 5 or some and another hour or 2 from there i'll be at 1 or 2. Anyways if anyone has any ideas on what might help i'd all ears. Oh, and restarting the modem and router or doing a ipconfig /release then renew does nothing. (things i was told to do)

[Taskbar]

• Drag and drop is now supported on the Windows 11 taskbar. Quickly drag and drop files between app windows, by hovering over apps in the taskbar to bring their windows to the foreground. Try attaching a file to an Outlook e-mail by dragging it and hovering over the Outlook icon in the taskbar to bring the window to the foreground. Once in the foreground, drop your file into the e-mail to attach it. You can also customize your taskbar with your favorite apps from Start’s All apps list by dragging and dropping over the taskbar to pin them. You can also drag and drop to the desktop via “Show desktop” at the very right corner of the taskbar.

OK. This is my speed on my phone's hotspot. But if you don't have cell service in your area, then I guess it doesn't matter.
