Windows 10: Apps/Programs take a long time to open/run

I have an Octo Core Processor but everything that I try to run/open up takes a long time, I have a reading showing that the Processor runs at around 2% to 3% and the 8GB of Ram is using about 45% to 48% when the computer is idle, how can I be using 45% of ram when the computer is not doing any process or running any programs that would use that amount, why is it using so much Ram and why does it take a long time to open/run my programs/apps?

Mail app will not open on 10041.

This is the suggested solution below if you haven't already tried it.

In this Windows 10 build 10041, the Mail, Calendar, and People apps may be broken due to a licensing issue with the Store Beta. To get these apps working again, you need to follow these steps:

• Open powershell as administrator
• Run the command Get-appxprovisionedpackage –online | where-object {$_.packagename –like “*windowscommunicationsapps*”} | remove-appxprovisionedpackage –online
• Re-install Mail, People and Calendar from the Store (green tile)

 

Add app/program to 'Open with' apps list

Am I missing something? I just want to add a program to the list of files in the "Open with" list; in win XP and 7 it was just a matter of associating the file type with the program but in win 10 this doesn't seem possible. To make it clear I don't want
to change the default program just to add a program to the 'Open with' list for example .html .css .js files I am developing need to be opened with a browser as default or sometimes Dreamweaver ( which IS in the list ) but sometimes I want to open it with
my text editor since it is quicker to see the contents of the file but in order to do so I need to... right click the file > select open with > choose another app > select my editor from the list.

I used to right click > select open with > choose my editor. Since I do this many times it is a pain to have the extra step.
