Windows 10: Apps seem to have lost the ability to use temp dirrectory

Greetings. I'm not sure how to describe te issue better as it never happened before, not did I hear about anyething like this, but I'll try my best.

I've installed a couple apps that required restart. Specifically HTTracker and Visual Studio. I decided not to restart and launched HTTracker right away, thinking that it's just a simple html download app. Issues begun after I downloaded some archive and tried to open it. It was on an F:\ drive, but when I tried to open one of the files in it, I recieved the following error from WinRar: "Cannot create a folder D:\Temp\name_of_the_file" D:\ is where my Temp folder is located, which is a separate, HDD drive. My OS is installed on SSD. I thought "Well, maybe something's up with the archive, whatever".

Then I was writing some code in Atom. When I tried to compile and run it I, too, recieved a weird error that was saying something similar, that it can't create a temp file or folder. This is where I started worrying. I decided to restart PC. After restart, I tried to run it again, but nothing changed. Then I tried to run Atom as administrator and it seemed to have worked.

Although it did not fix the issue overall. I don't think just ignoring it and launching everything as administrator every time is a solution. I also just noticed that Discord couldn't even boot after restart. It's stuck of loading screen, saying "Update failed". This made me think that somehow, apps lost their access to temp folder and can't write files there. As if they lost their rights to do so.

How could I possibly fix this issue? Has anyone encountered something like this before? Thanks in advance.

Temp Files : Runaway Creation

Windows Temporary files are created by the operating system during the normal course of its running when there may not be enough memory allocated for the task.

I suggest you to follow the steps below to delete temporary files nad check if it helps:

Step 1

• Press Windows key + R
• Type temp and click OK
• Press Ctrl + A and click Delete

Step 2

• Press Windows key + R
• Type %temp% and click OK
• Press Ctrl + A and click Delete

Step 3

• Press Windows key + R
• Type prefetch and click OK
• Press Ctrl + A and click Delete
