Windows 10: Apps, Store & Sign In not working

I am having a problem with Microsoft apps, Microsoft Store AND when trying to use Sign in with a Microsoft account instead with Windows 10. It will either not open the login screen to enter the credentials screen just keeps spinning with the blue circle with just a moment appearing OR when opening the app it just says that I am not connected. Version # of Windows 10 is 1909. Please don't give me the try to reset the microsoft store or app as I have tried that. Don't ask to delete & reinstall. I can't install anything since I can not sign into Microsoft store to download apps. I just want to be able to sign into Microsoft so that I can download and play online games. What do I need to do. From previous searching this appears to be a long running issue. Why has this not been fixed? Thank you in advance for any help that you or anyone can give to resolve this issue.

There's a possibility that you are currently signed in on your computer using your local account. For us to sort this out, we suggest that you sign in with your Microsoft account instead. Follow these steps:

• Open Settings > Accounts > Your email and accounts.
• Select Sign in with a Microsoft account instead.
• Follow the on-screen instructions.

Once signed in with your Microsoft account on your computer, try signing into the Windows Store app.

For example I found that for you with a browser search

Sorry for the delay in response.

We would suggest you to try the steps mentioned in the link

• Type troubleshooting in the search box
  and hit Enter.
• Click View all from the left pane and select Windows store apps.
• Follow the on-screen instructions and check.

If the steps don't work try these steps:

Try to reset the Windows store and check.

• Press Win + R on the keyboard to open run Window.
• Type wsreset.exe to reset the Windows store cache.
