Windows 10: Apps that prevent my PC from shutting down

So I have 2 programs in the autostart, Winamp and Chatty and before format Winamp used to prevent from shutting down, now after the format it's Chatty (I believe having them in autostart casuses the problem, maybe it's something different). Is there any solution?

Preventing access to modern app


Ive been tasked with preventing the children from accessing instagram. I've got it listed in my windows hosts file and internet options/security/restricted site but the windows 10 app is still allowing access. Any suggestions other then deleting app which can just be reinstalled?

 

My pc takes for ever to shut down when i restart

Suggest cleaning up your startup list .There may be many services / Apps you can remove on startup which is not needed on boot or during shutdown.
Before you shutdown the Pc check what is running in Task Manager as a program or service in not killing the process on shutdown

Would suggest cleaning up running apps and services -Autoruns, StartupMonitor,HighjackThis,
Malware Scan - Malwarebytes,ADWcleaner, Combofix
