Windows 10: Apr18WU Fails at 31%

I can't seem to get past this on one of my computers its a clean Install 0f 1709, never had any issues, redownloaded the MCT and recreated the Install media USB.
Ran
Dism /Online /Cleanup-Image /StartComponentCleanup
Dism /Online /Cleanup-Image /RestoreHealth
SFC /scannow

3rd attempt still stopping at this point I did click the debug option this time and nothing seems to be happening, however, there is hard drive activity.

Upgrade won't even start on Dell notebook running Win 7?

I dug around a bit and found some log files in C:\$GetCurrent\logs.

An interesting point is the filename: compatcheck_2016_05_31_03_52_44_436.log Today is 2016-05-30, and the computer date is set correctly. The file's date stamp shows 2016-05-30. I thought maybe it was using GMT, but it is still
2016-05-30 even in GMT.

Windows 10 Upgrade Something Happened

I get the same error message even after using the media creation tool. the upgrade exits at 24% & the error log is very similar

Debugger found and issue with visual studio 10 and want me to reinstall. I'm actually running office 2013 with visual studio 2013. The Visual Studio 10 was installed buy a propriety program database which installed VS 10 and i guess needs VS 10 to run.
