Can I remove keys on my Arc keyboard for cleaning? The m<>? keys are not working.

Have you also tried removing the Microsoft arc mouse from the list of your devices, then pair it again? I suggest performing the steps on these guides to troubleshoot your pairing issue with Microsoft Arc Mouse:

The computer is not a notebook or portable device. It has no bluetooth devices connected or visible in device manager, the arc
keyboard is not a bluetooth device either.

I did attempt to follow both methods, but given there are no bluetooth devices, the (only) two bluetooth related services of BT support service and BT Handsfree service are at their default settings of manual trigger.

Method 2:

There are no bluetooth devices.

I apologize for the inconvenience caused to you.

Try the following methods and check if it helps.

Method 1:

Step 1: Check if the Bluetooth Support Service
is running.

Sign in to your computer as an administrator user and then follow the steps given below to check the status of the Bluetooth Support Service.

• Press Windows Key + R Key.
• Type services.msc and scroll down to
  Bluetooth Support Service in the list.
• Right click on it and select Properties.
• Set the Startup type to
  Automatic.
• Restart your computer.

Step 2:

• Download the drivers for the keyboard from Microsoft website (Choose Windows 10 from the drop
  list).
• Right click on Windows Key and select Device Manager.
• Right click on the Bluetooth adapter and uninstall
  it.
• Now restart the computer.
• Install the drivers downloaded for the keyboard.

Method 2: Disable Bluetooth power setting from Device Manger.

• From the Start screen, swipe in from the right edge of the screen, and then tap or click
  Search.
• Type device manager and tap on Device Manager.
• Expand the Bluetooth device and right-click/tap on your Keyboard device.
• Tap Power Management and uncheck Allow the computer to turn off this device to save power.
• Click OK and restart the computer and check the issue.
