Are usb jacks on case supposed t be always on

Finished setting up 2nd PC with Win 10 clean install thanks to Brink's excellent tutorial....Thanks Brink...!!
Now this is new to me...When I shut down the box and Windows closes and the monitors box turns off...I noticed my USB connected fan on top (outside) the case is still running ?

Are the USB slots in the case supposed to be 'hot' all the time ? Seems if I power off and turn off the case at the back switch...there should be nothing left active in the box

Could this USB fan be running off the case battery ? Seems doubtful

Any thoughts on my ghost power supply and why the USB exterior case top fan still runs will be greatly appreciated...

    Thanks...TiminAz

    :)

We are working on it: are we supposed to be glad now?

The following was posted recently. Are we supposed to be glad and relieved that MS has finally heard us??????

No apology, no timeline, no nothing, MS (that i started calling MacroShit) remains true to its haughtily tone....

Attempts to download apps from the Store are stuck at “Pending”

    Hello,
Some customers have reported difficulties downloading new apps or updating existing apps from the Windows Store. You may notice that the app download stops and in the Store Download Manager, the download appears to be persistently stuck
    at “Pending”.

We are aware of the issue and are working on a fix to be released in a future update.

We are working on it: are we supposed to be glad now?

I do not know what happened, but the store seems to work now...

It is very strange, as I gave up 2 days ago. I was resigned to work with a half-working system for a month or so, and then see what could be done. I did reboot a couple of times for other reasons, but the store did not work, and windows update gave an error.

This morning I could not help myself, checked store again (was previously stuck in splash-screen). And it seemed to start. As I had problems with update also (error), i tried that as well, and It worked... It did state that there had been no upgrades in
the last week or so, and that there had been no check for that time.

After forcing the check for new updates, 2 updates installed without any problems. The process was just a bit slow at some moments, when changing screens, so that I was afraid the updates were stuck, but it all continued on in reasonable time. After the
mandatory reboot, I tried the store again, and it worked. I have received no info from MS, and yet the store now works: after "check for updates" it downloaded 2 apps (camera and Mail & Agenda) in no time, and installed those. ... Strange.

Do not be too glad though... mail and agenda still do not sync with outllok.com, but that is something I have to look into now, i guess.

Depends on the Mobo , on my current (and previous 2) Gigabyte boards , the USB ports are always on...they planned and made them this way so you could charge phones etc whilst the PC was turned off.

  5. Some can be. It's called PowerShare or something like that. The point is, you can still use the ports to charge devices like phones, even if the system is powered off. I would think there is a way to disable this, maybe in the BIOS?

  6. There is a setting in windows somewhere to turn them off.
I had the same problem with my laptop ports staying on.
Have a look in Control panel/power options

  7. You can turn these off in the Bios settings. They are intended to be available to charge devices when the computer is off. Personally I really like the feature.
