    I would appreciate if you can provide us the following information to help us understand the issue better:

    • Which utility are you trying to install on your system?

    I would suggest you to install the utility in Clean boot state and check if that helps.

    Method 1:

    Placing your system in Clean Boot state helps in identifying if any third party applications or startup items are causing the issue. Check this issue in clean boot state.

    Note: After clean boot troubleshooting step, follow the section "How to reset the computer to start as usual after troubleshooting with clean boot" in the provided link to return

    Method 2:

    I would suggest you to manually reset the Windows Update Components.
    Please follow the steps in the article given below and check if it works.

    Family and Safety. To resolve your concern, we suggest that you check if the account that you are using is already removed to the
    Family list. To remove your account to the Family, you may follow the steps below:

    • Use the Adult account to log in using this link.
    • Click on the Family tab.
    • On the account that you want to remove, click More > Remove from family.
    • Then click Remove to confirm.

    I suggest you to open Advanced User Accounts Control Panel to check if the user account you are referring to has administrative rights.

    Follow the below steps.

    • Press the Windows key and R from the keyboard to open the Run Command Dialog Box.
    • Enter netplwiz. The following window lists all the existing user accounts along with the designated privileges.

    You can make changes to the user accounts (including editing permissions).

    Note: You will need to have admin permissions to perform editing of user profiles.
