Windows 10: Asus laptop throttles to 1 ghz after undetermined period

I have only observed this while under windows 10, not under 8.1. Note that the laptop has recently gone through rma, so they might have messed with it, as hasn't been observed before.
So after the while using the laptop, the cpu is throttled to 1 ghz, no heavy usage, just basic web browsing.

Printing from an old DOS accounting program to a UNC network printer

The print server connected through the NET USE command still disconnects after an undetermined period of time or due to some event that I have not discovered as of yet.

Any ideas?

 

Lower CPU power throttling states not working correctly for Intel Atom BayTrail tablets

The CPU throttling doesnt work, the CPU never goes into its lowest throttling state, which should be between 0.5 and 0.8 GHz. It works fine under Windows 8.1.

 

Could it be CPU throttling due to overheating? Check that the cooling fan is working properly.

 

Yeah the fan works, I even reapplied the thermal paste. As of currently the problem hasn't arose yet. I will see if it happens again.

 

It seems as though if the problem was fixed by reapplying the thermal paste. Apparently the Asus IT wasn't bothered enough with thermal paste, which screwed up processor management.

 

Ok nvm, throw the thermal paste idea out the window, after an "intensive" gaming session, the cpu throttles to 1 ghz, and is stuck at that, even after cooling down.
