Windows 10: asynchronous scrolling

Hi!I've a problem with asynchronous scrolling in o365 documents when I move the scroll bar in the desktop version of the program. The image moves after I release the scroll bar instead of moving synchronously when I move the scroll bar. This problem doesn't occur in the web version of Office. I'm using the latest version of o365. I was advised by MS Office comunnity to try to fix my Office. I did that but the problem still persists. The problem is that in Excel, Word or any other Office 365 program, the sheet or document doesn't scroll at the same time as the scroll bar when I move it up, down

New event. When placing cursor over a list or row of columns, even the volume bar scrolling is automatic and proceeds to one end of the series and stops. The scrolling also stops when I move the cursor away from the list but am unable to select anything in the list. Not all the possible lists are effected. Other sites have recommended mouse/kb fixes. Have tried all those but the phenomena persists. Have not had any known updates recently and don't have a restore point to try. Any other suggestions? W10Pro 1903
