Windows 10: At what point did W10 create a System Reserved partition on my not-primary HDD?

I installed Windows 10 (clean) while having only 1 SSD connected, and only after all was done I added my 2nd SSD and the HDD I use for random fire storage. Fast forward months and a lot of updates, why the F do I have the System Reserved bit sit on my HDD now? I noticed this because I was looking for reasons as to why my HDD would pretty much constantly start to spin, even though I did nothing on it and no program I used (as far as I'm aware) would try and access anything on it either. Can I somehow move it back to my main SSD?

How to create a System Reserved Partition???

In my laptop, i have 2 drives,first one is 1TB HDD which is completely empty and have no System Reserved Partition but second one is 120GB SSD, in which the windows 10 is installed and it also do have 549MB System Reserved partition. My question is there
any to way to create a System Reserved partition on my 1st drive(i.e 1TB HDD) ????
