Windows 10: attachment and upload problem

My problem is that I cannot make e-mail attachments or upload images to sites like tumblr or deviant art. In some cases I get an error message like UNKNOWN ERROR but mostly they just never finish loading even after 5 minutes of waiting. This happens in Chrome, Firefox and Vivaldi and in incognito mode. I restarted the computer, emptied the cache, etc. from all three browsers and reinstalled and updated Firefox and Vivaldi with no help. Yesterday everything worked fine, the computer slept overnight, and this morning I could not upload or make attachments. I did not install any software or app

To attach a document file on an email, you can follow the step given below:

For Windows 10 Mobile:

• Launch to File Explorer app.
• Press and hold the file that you need to attach on the email, and select
  Share button.
• Select Outlook Mail on the suggested applications.

For Windows Phone 8.1:

• Download and install
  Files app.
• Launch Files app.
• Tap and hold the document that you need to attach on the email, and select
  Share button.
• Select the Mail app on the suggested applications.

Upload problem

• Which Windows version and build are you using? Type winver on the search bar and press Enter to find out.
  

I'm using Windows 10 version, Version 1709 (OS Build 16299.192).

• What other websites are you having the same issue?

Sometimes, when I go to Save As when using Word, but I don't remember now what other websites it happens to.

• When did the issue begin? Have you made any changes on your device prior to experiencing the problem?

The issue has been happening for a long time, but I haven't made any changes on my device.

• Are you getting any error messages? Could you recreate the issue and provide us screenshot of it?

I don't get error messages. Now, I can't duplicate the problem, although it happened the first time I tried to upload a photo today to Facebook. Since then, it opens to any previous file I looked at.

• What have you done so far to troubleshoot it?

Nothing.

In summary, I never know what is going to appear when I upload a photo or insert an attachment.

I did follow the steps to do a clean boot.

I'll check in if it happens again.

Cannot upload/attach files in Facebook

Thank you for replying with the status of the issue.

This issue might occur due to the file corruption or permission rights on the picture.

I would suggest you to follow the below steps and check if it helps.

Step 1: I would suggest you to move the picture in some different location and then try to upload the picture and check if it helps to resolve your issue.

If the issue persists, follow the next step.

Step 2: I would suggest you to check if the same issue occurs on a different user account on your computer.

If you don’t have any other user account, try following the below steps on how to create new user account:

• Go to Settings.
• Choose Accounts and then select Other User Accounts towards the left.
• Select Add an Account.
• Enter a user name and hit Next.
• Click on Finish.
• Sign out from the current Account and Log into the new account.
