Windows 10: Attempted a windows reset, now I can't login.

I attemped a full reset of windows deleting all my files, however, it stopped at around half way through, displayed an "Undoing Changes" screen and then brought me back to the login page. Now I cannot login or do anything, what do I do?

I suggest you to follow the steps below and check if it helps.

Step 1: I suggest you to select the appropriate language in login screen at the bottom right corner and check if it helps.

Steps 2: Use On-screen keyboard in the login screen to login and check if it helps.

Where do I find the Consumer Complaint Form? The notification from Microsoft about a suspicious login attempt suggests that I fill out and submit same.

 

How do I reset the password if I have auto login enabled?

Step 1 - Disable the auto-login using Option 1 of Sign in User Account Automatically - TenForumsTutorials [and note its cross-reference to Enable or Disable Passwordless Sign-in - TenForumsTutorials if NetPlWiz does not display the necessary checkbox]
Step 2 - As Brink says use Option 2 of Reset Password of User Account - TenForumsTutorials
Step 3 - Re-setup the auto-login using the same tutorials as Step 1.
