Windows 10: Audio from all my applications still output sound even though I muted it

No matter which output device I set my computer to, volume controls do not work.Applications still play at 100% volume.I've uninstalled and reinstalled the audio and sound drivers.Tried restarting machine, resetting the sound devices and volumes for all apps to the recommended defaults button, restarted the audio services.Everything still plays at maximum volume even when the Volume mixer is muted.

Win 11 - Audio Mutes below a setting of 12.

Hello.

I am having a problem with the audio from my PC where when the windows volume is reduced below 12 the audio output mutes completely.

I use a Digigram VX 222e sound card to provide balanced audio for my studio monitors. The issue also exists when I use the application provided with the card where at a certain point the audio mutes. Below is a list of information I can give but I am not sure if any of it will be helpful.

PC info

Win 11 Pro

Build 22621

Mother board ASROCK x570 Steel legend BIOS Version P3.90

Ryzen 9 5900X

16 GB ram.

Sound card info

Digigram VX 222-Mic (PCIE)

Driver (Digigram) 5.12.0.4301

Other info

Using Digigram App it mutes below output level of -42dB so I am assuming that -42dB = 12 in windows and -52dB = 10 in windows.

Attenuation jump is large from -42dB to -52dB (previous steps 2dB).

Input level to the card from applications has no impact on the level that the output mutes always mutes below -42dB. Range -6 dBfs to -108dBfs.

App that provides the audio source makes no difference.

Things I think might help me.

Can I change the size of the attenuation steps in windows? currently

.5 dB steps from 0 dB to -25dB

2 dB steps from -25 to -42

10 dB steps from -42 to -82

7dB steps from -82 to -96dB

Can I change the attenuation range in windows for example make -42 dB output level = 0 in windows.

If anyone know what I can try that would be appreciated

The issue could be because of the internal mic picking up sound even when the external device is pluuged in. If you have the RealTek HD Audi Manager installed on the machine, I would suggest you to try the steps listed below and check if it works for
you.

• Open RealTek HD Audio Manager and go to the
  Advanced tab.
  
• Check the boxes Separate all input jacks as independent input devices
  and Mute the internal output device, when external headphone is plugged in,
  and hit OK.
  
• Exit RealTek HD Audio Manager, restart the machine and see if the issue persists.

Prevent User From Mute Audio Output on Windows

I'm looking for a solution to prevent my users to mute the audio output on a Windows computer.

From the GPO, I can disable the access to Control Panel and prevent the user from changing the Sounds Setting. But my user still can change the volume to zero and mute the audio via the Windows 11 sound icon and keyboard mute button.
