  1. Audio Service Issue

Hi guys, I got a pretty weird audio problem on my hands.
So I sat up a new System, clean windows 10 installation, updated BIOS, the newest Drivers all that.
Worked fine no Problems, till I installed the latest .NET Framework, since then my Audio is properly fucked, every audio is stuttering so enormously that my whole system gets to stutter as well, except I press cntrl+alt+del, in the blue window everything works weirdly fine.

I run my whole Sound over a Yamaha ur22 USB-powered audio interface and the Sound driver tells me that it detected a USB Error. I tried the Audio Troubleshoot and it worked, it tells me that it restarts the audio services after playing a ping sound to test my audio and it just works, till I restart the system that is.
Then I updated Windows in hopes of eliminating the whole Problem and now even the audio troubleshoot is struggling, it says, as usual, to test my audio with a ping, but now it takes like 5 minutes till that ping gets through so it can restart the audio services, why not restarting them manually?
Well, I tried and it just doesn't work, restarted Windows Audio and Windows Audio Endpoint Builder with no effect.
Windows up to date, all drivers updated, reinstalled the USB audio driver more times than I can count, disabled all audio enhancement since there are none for the USB device.

My system takes 5 seconds to boot and I have to wait 5 minutes for the troubleshoot to get its job done every time, it's maddening, please help.
