Windows 10: Audio slowly gets out of sync with video: driving me insane

I hope someone can help me with this because it's DRIVING ME INSANE! This started about 6 months ago. I assume it was an nvidia or Windows update but not sure but what happens is my audio and video slowly get out of sync over time. It varies how much or how fast but it doesn't matter what context. It can be Youtube or watching a Twitch stream. I can be watching Twitch in a browser or in the Twitch app so I know it's not browser specific. I have even seen this in video game cut-scenes so it seems to be happening at system level rather than an application level.

When I have searched for this I have found all sorts of "solutions" and they all seem to work at first but eventually it starts happening again. What I have tried so far..

-disabled all "extra" audio devices like the stupid nvidia sound on my monitor.
-found some people had issues with Realtek W10 driver and installed the Windows 10 HD audio instead.
-discovered that my sound "quality" setting was on "CD" instead of "DVD" so I changed it to DVD.
-updated Windows numerous times
-updated nvidia graphics driver numerous times

I feel like I did other stuff but can't recall anything else atm.I can't say for certain but I think this started around the time I upgraded my video card from a 1070ti to a 2070 Super. Because of the inconsistent nature of the issue it's possible it was happening before that but I can't rule out that there is something odd happening with this video card.

Does anyone have any idea WTF is happening or at least have some additional solutions to try?

Hi Guys,

Please suggest me best Audio Video Syncing application.

I have created one animation with few frames and the i have adjusted the movement of those frames as per audio bit which I had connected to my ears while making that animation. but now I want to sync that animation video with audio file. I did that with virtual dub software as well but somewhere in video the frames left behind the audio.

Please give me proper suggestion of application which can do that.

• Are you facing this issue with particular video file or all the video files?
  
• Did you make any changes prior to this issue?

I would suggest you to follow the below steps to try resolving this issue.

Note: The steps mentioned below are applicable to Windows Media player only.

Make sure “Drop frames to keep audio and video synchronized”

1. Open Windows Media Player.

2. Click on Tools and then on Options

3. Switch to Performance tab.

4. Ensure that a check is next to the "Drop frames to keep audio and video synchronized" and "Turn on DirectX Video Acceleration for WMV files" options.

5. Click "Apply" and click "OK."

Restart Windows Media Player and open a video file. Ensure that the audio and video are in sync.

Audio and Video Out Of Sync

I recently purchased a ThinkPad P50 that came with Windows 10 pre-installed. The video and audio work fine. When streaming videos from the internet, however, the audio slowly becomes out of sync with the
video. I have tested this with YouTube, Netflix, and Amazon Prime in the latest versions of Chrome, Internet Explorer, Edge, and FireFox.

Things I have tried:

• Recently updated to Windows 10 Creators Edition and ran Windows Update
• Updated BIOS to latest version
• Set the graphics mode to "Discrete graphics" within BIOS
• Uninstalled / Reinstalled audio and video drivers
• Updated to latest version of NVidia Video Drivers
• Updated to latest version of RealTek Audio Drivers
• Disabled Enhancements in audio applet
• Turned off Dolby Audio
• Turned off Exclusive Mode (Allow applications to take exclusive control of this device)
• Tried different audio formats (41000Hz and 48000Hz in both 16 and 24 bit)
• Ran Windows Audio Troubleshooter
• Ran Lenovo diagnostics on Audio, Video, and Wifi
• Ran System File Checker tool to repair missing or corrupted system files
• Posted to Lenovo forums but did not receive an answer that worked

We have several other computers in the house and they do not have any audio / video sync issues with Windows 10. Any help with this issue would be appreciated.
