Windows 10: Audio there is no dropdown option to change speakers to "allow", how to change this?

Speakers not working on new computer. Audio settings - there is no dropdown option to 'allow' apps and windows to use speakers. How to fix?

2. Go to Playback tab > Select your Sound System Device that you want to hear the audio from > Then click on
   Set Default.
