Startup repair couldn''t repair my pc BSOD error code 0xc0000221

I am getting a BSOD (Blue Screen Of Death) Startup repair couldn't repair my pc and when I tried to reset the pc wont repair the problems used all the troubleshooting tools which didn't work. Won't let me boot into safe mode. After I go though all the steps i get the screen Recovery Your PC/Device needs to be repaired. The header checksum for this file doesn't match the computed checksum Error code 0xc0000221. You will need recovery tools. If you don't have any installation media (like a disk or or USB device) contact your administrator (which is me). I downloaded a windows 10 iso file on a dvd. How would I be able to repair this? Could I boot into dvd and reinstall windows 10 with keeping my files, or use recovery tools?

Automatic Repair couldn't repair your PC

A couple of days ago my computer restarted and the Automatic Repair process started and it failed and I got the "Automatic Repair couldn't repair your PC" I've tried:

bootrec.exe /rebuildbcd

bootrec.exe /fixmbr

bootrec.exe /fixboot (access denied)

chkdsk /r c: nothing happened

chkdsk /r d: it searched for about 2 hours and then nothing happened

I've tried downloading the Windows 10 Media Creation Tool and repairing the PC using that, and I still got the same "Automatic Repair couldn't repair your pc" error. I tried to reset the PC but it says I am not able
to do that, I've tried to do EVERYTHING under the troubleshoot tab. What else are my options at this point? I'm worried that I'm going to have to scrap my PC. At this point, I don't even mind doing a hard reset and starting over from scratch. I just want to
be able to use my PC.
