Windows 10: Automatic repair failed after update

So I had a windows update last night and installed it. When I restarted my computer it went to the blue screen and said bad system config info. I tried everything to repair. I tried startup repair, which failed, I tried all the command prompt stuff from videos and failed, system restore failed couldn't do it for some reason, tried doing a full reset and that failed. Tried going back to a previous date save and says it failed. don't know what else to do. My router now also isn't giving wifi and internet, could this cause the pc to do this if I have no internet or wifi while trying to do these

A simple solution but one that works in most circumstances!

1. Click Start, click Run, type services.msc, and then click OK.

2. In the list of services, right-click Automatic Updates, and then click Properties.

3. In the Startup type list, click Automatic, and then click Apply.

4. If Service status is set to Stopped, click Start, and then click OK.

5. Right-click Background Intelligent Transfer Service, and then click Properties.

6. In the Startup type list, click Manual, and then click Apply.

7. If Service status is set to Stopped, click Start, and then click OK.

Critical Service Failed - Automatic Repair and Advanced Options

Update:
Tried the Repair disk. Still back to "Your pc ran into a problem", "Preparing automatic repair" followed by Advanced Options which have been tried again.

Would anyone recommend:

• bootrec.exe /rebuildbcd
• bootrec.exe /fixmbr
• bootrec.exe /fixboot

Otherwise, I have a bootable Win PE file waiting to be burned on to USB key, as suggested by other Forum user, but unsure what to do with it when (or if) it boots up the laptop.
