How to Update WinPhone to v10.0.16299.0? v10.0.15254.0?

How do I update my Lumia 1520 WinPhone to Win10 v10.0.16299.0?
v10.0.15254.0? They aren't available using ">Settings>Phone Update".

I am stuck at v10.0.14393.2007, but the Xamarin cross-platform solution I am developing was dependencies on .NET Standard v2.0, so I really need the latest version.

The short answer is no. Each platform is very different under the hood and the native iOS and Android apps would be trying to access OS features that are missing or have different names on Windows Phone.

And now for the longer answer:
The native development environment for iOS uses a programming language called Objective-C. An iOS app makes use of controls and methods that are specific to iOS. Most Android apps are written in Java and call Android specific functions.

And now for the even longer answer:
You can do cross platform development and share much the code between each platform. PhoneGap is a development platform that lets you design your app with HTML, javascript, and CSS. The HTML bits are hosted in a shell application that is native to the
platform and a common API is provided so you can access common resources on each platform (camera, audio, video, etc) through the same API. If you are good with HTML design, you can have your app running on multiple platforms. It's not a perfect solution,
but works quite well for may applications.

Another way of cross platform development is to use the Xamarin tools. Xamarin provides C# and their port of the .NET runtime to iOS and Android. You can write an app for Windows Phone, iOS, and Android and share much of the same code. You would have
to write platform specific code to handle the UI, but you get native apps on each platform. This is the approach that I use.

With a fast enough processor, and enough ram, you could emulate the Android environment to run many Android apps. The BlueStacks product does that now on Windows and OS X. But I doubt the hardware
on Windows Phone would be powerful enough to run a mobile version of BlueStacks. And it just wouldn't work for iOS.

If there is a specific app that you are looking for, you might want to contact the author of that app and ask if they could do a Windows Phone version of that app.

Or look for a Windows Phone only app that provides the same functionality of the app that you want.
