Windows 10: Background permissions Win11 23H2 gone for Xbox game bar

I compared settings of a friend using Xbox game bar on Win11 22H2 and they have a section that allows them to enable/disable background permissions in Settings/Apps/Apps/Installed Apps and then under the advanced setting for XBOX he can see the background settings options.. The directions I have found online all say to go to Settings/Apps/Apps and Features and that is also not an option in Win11 23H2. The biggest problem is that I get an error message stating the background permissions are disabled when I try to join or start an xbox party chat but I have not found a way to change this. The on

Microphone not working with Xbox game bar

My son is trying to record his playing on roblox using Xbox game bar. He is using a laptop on windows 10.

It was working fine a few days ago. Now he is having problems with the microphone. When he brings up the xbox game bar, (windows G), the menu says that the microphone is not working because of privacy settings.

When I go to the privacy settings for microphone, I gave permission to use the microphone for all the listed apps. But xbox game bar is not one of the listed apps. I also tried "reset" on the xbox game bar which did not help.

How can I give permission to the xbox game bar to access the microphone?

Microphone itself is working. I can use it on Cortana.
