Windows 10: Background Windows dimming

With a 2nd monitor hooked up and working with multiple windows browser windows, apps, or separate programs, whenever I click on one window, the other ones dim to the point I can barely see it. I need all of them to stay at the same brightness. It also does this with or without a second monitor. I have tried adjusting multiple settings to include adaptive brightness and theme settings. I also made sure the graphics driver was updated. I checked for accessibility settings... nothing is working

I have the same question as this but I do not use an HP computer mine is an Asus. "Ok so here's the thing, there is this windows 10 feature that allows you to "focus" on one window at a time, and dims the background windows. An example would be, I have 3 windows open and none of them are full screen. I click on one window, and the rest of the background windows dim in order to bring optimal focus to the currently active window - kind of like a video, movie theatre, focus setting. The problem is, I turned on this feature, and now cannot find how to turn it off, nor know the name of it. I'm sure I'm overlooking where I need to go but yet here we are. If anyone could assist me with turning this feature off, I would gladly appreciate it!!!

This is a windows feature. I enabled it when I went through the setup on my new laptop. Was about a month ago. I did the setup of windows 10 and then downloaded and installed Windows 11."there is this windows 10 feature that allows you to "focus" on one window at a time, and dims the background windows" since the initial setup and then the install of windows 11 I cannot find the feature now. It dims my desktop as well

the quote from my initial e-mail was from someone who had my problem but he was using an HP laptop. Mine is not an HP so his solution will not work for me.
