Windows 10: Bad Performance and unknown program pop up Hello,

Hello, I have an i9 10900K processor with 32 Gb of ram and Rtx2060 but i am with very slow performance issues in windows, when working even my windows explorer crashes, when this happens sometimes a screen pop up apears and disappears, I managed to take a screen shot but dont know what it is, i am considering returning to windows 10 because of bad performance issues... can you identify what this screen is? I have a firewall, antivirus tried to update bios and drivers, checked the processor, memory and SSD, temps nothing seems to be wrong. Thanks in advance

I have tried all these options with no affect or resolution. Unless someone has a suggestion other than pointing to other postings in the community support area I guess I won't be seeing a solution. I have already read every posting related to this pop-up
and none of the suggestions have any affect. trying to set windows mail in Settings or Control Panel as the Default (and it shows as the Default Mail service there) never updates the Registry to show Windows Mail as the Default Mail program. I can only reiterate
that I believe this problem pop-up started to appear after my Office 2016 yearly subscription was not renewed. Dell premium support personnel have had no success trying to diagnose the problem using remote access to my XPS and finally pointed me to Microsoft...
