Windows 10: BASH AptPackageIndexUpdate - how to turn off?

Every so often, BASH randomly seems to open AptPackageIndexUpdate, then seems to stay open as it continues to do things, whatever they might be, and uses a considerable proportion of CPU time:





It goes on doing something for ages, possibly forever, without any indication of what is happening in the console after "Reading package lists... Done". Is it a bug?

Obviously this can affect foreground processes, and may be inconvenient, dropping frames when trying to watch a video stream etc.

TaskManager seems ineffectual in stopping the BASH process tree, in fact the console window seems to stay open whatever is done to try to close it.

What can be done to give more control over this behaviour, short of uninstalling BASH?

Run native Bash on Ubuntu on Windows: In this build, you can natively run Bash in Windows as announced last week at Build 2016. To do this, you first need to turn on Developer Mode via Settings > Update & security > For developers. Then
search for “Windows Features” and choose “Turn Windows features on or off” and enable Windows Subsystem for Linux (Beta).
