Windows 10: Basic typing can not be downloaded

The other day I got a notification that "Simplified Chinese IME dictionaries are not ready yet" and I decided to reinstall the language pack. When I start to download basic typing in any language pack and it won't download. There's no error or something, it is just a never-ending download. At first it would get to about 70% but now the bar doesn't even move. I tried solution from this thread as well as something else reboot, uninstall language pack, disable firewall and nothing helped

Please note that you will need to turn on proofing for OneNote. Kindly check if proofing is turned on. Here are steps to confirm that:

1. Open OneNote.
   
2. Click on … located towards top right hand side.
   
3. Then click on Settings and then on
   Options.
   
4. Now, you will be able to see
   Proofing.
   
5. Please turn it on and it should work fine.
   
   

If proofing is turn on, then you can follow the following troubleshooting steps:

Method 1: Remove the language pack and re-install it.

1. Open Windows Settings
   
2. Then click on Time & Language.
   
3. Then click on Region & language.
   
4. Click on the language you want to remove and then click on
   Remove.
   
5. Now re-install the language pack.
   

Method 2: If you are still not able to install basic typing feature for desired language, then try creating a new user account and install the language pack.

If you need further assistance, please write back with the following information:

1. Could you please confirm OneNote application you are using is downloaded from Microsoft Store or was installed it from Office package?
   
2. Are you connected to a domain network?
   
3. What is the version of Windows 10 that is installed on your computer?

basic typing isn't downloading

I'm sorry you're having difficulty downloading the basic typing.

First of all, can you try the Windows download troubleshooter and see if that can resolve your issue.

To run this troubleshooter, please go to the following: Start > System > Troubleshoot > Other trouble-shooters > Windows update and then click the "Run" button.

After this please try downloading your language pack again.

If this still doesn't work, please try temporarily turning off your Windows Defender Firewall. To do this:

Open the Taskbar Search pressing Windows Key + Q together.

Type Windows Defender Firewall in the empty text space. Select the app when you see the result.

Click "Turn Windows Defender Firewall on or off" from left pane.

After a new window unveils, click the radio button against Turn off Windows Firewall (not recommended) option for BOTH the networks (Private & Public) on this page.

Click the OK button and save these changes.

Try downloading your language pack again.

Uninstalled a language, Basic Typing in "Manage Optional Features" still present.

Where did you get that error code and what is the complete error code/message that you get?

Meanwhile, try the below methods and check if this helps.

Method 1: Uninstalling Language Pack.

Before trying the below steps, install the Polish Language again and then follow the below steps.

• Click on the Start Menu > Search for Command Prompt >
  Right-click on Command Prompt > Click on Run As Administrator.
• Once the Command Prompt is up and running, type the following command and hit
  Enter.

Lpksetup /u

• Then, select the language > Click on Next to uninstall the Language Interface Pack.
• Restart the computer once after the uninstallation is completed and check if the Polish Typing is still present.

Method 2: System File Checker.

If the issue persists, then I suggest you to follow the steps mentioned in
Using System File Checker in Windows 10 and check for any system file corruption.

Once you check for the system file corruption, try the steps mentioned in my previous post and run those commands and check if it uninstalls the Polish Typing.
