Windows 10: binding shift+pageup to pagedown

my pagedown key died. So I'm wondering if there's a method to bind shift+pageup to pagedown.

I know utilities like sharpkeys can map one key to another (say.. turning capslock into escape, for example), and that it can also be done via registry ninjitsu.

But.. that's direect key-to-key mapping. Does anyone know a method that works on Windows10 to bind a key combo to another key?

How To Disable PageUp and PageDown Keys on Windows 10

I want to disable PageUp and PageDown keys on Dell Latitude 5590 running Windows 10. This is a work machine that I can't install any third party software on. This answer requires AutoHotkey.

Isn't there a way to do this in regedit.exe?

 

PageDown isn't working. itype.exe doesn't seem to be involved. ???

This is truly bizarre. I'm setting up a new Win7 install and suddenly PageDown does some strange things. It starts to page down the page as per usual, then suddenly I'm at the top of the page. I've never seen that before. Don't know where to look for
this problem. I killed itype.exe in Process Explorer and that didn't help. I'm using a Microsoft 4000 wired keyboard that works fine in text documents but in browsers it does these strange things. If the browser page is simple text it seems to be fine.
Only when there's lot of media content does it act wonky. I have PageDown and PageUp function on a couple of mouse buttons and the same thing happens so its not related to the keyboard.

Ironically when I use the shift_spacebar or spacebar it works fine up or down!

I'm lost.

 

Drawboard PDF: PageUp/Down Without Zooming Out

When using PageUp or PageDown in Drawboard PDF, the viewer also zooms all the way out, if I am zoomed into a document. Is there a way to use PageUp/PageDown without zooming all the way out? (Note: This excludes using ArrowDown/ArrowUp to scroll through a page.)
