Windows 10: bitlocker recovery key basics

Is a Bitlocker recovery key a permanent recover key for a specific bitlocker encrypted drive? i.e., if a user forgets their B/L PIN again but had made note of the recovery key from a previous incident whereby they supplied the recovery key ID to their IT support who in turn provided a recovery key, would it work again, and forever on that drive? Also, out of interest in a corporate environment, when a user who has forgotten their B/L PIN and contacts their tech support and provides the recovery key ID, where specifically are the tech support entering that recovery key ID to generate a re
